Clay Paslay founded Paslay Group in 2006 as the first full-service airport development consultancy of its kind following his 25-year career with Dallas/Fort Worth International Airport. Based in Fort Worth, Paslay Group is the premier, full-service consulting firm providing Executive Program Management for complex capital development programs and enterprise-level business advisory strategies to increase revenue, control costs, improve performance, and ensure long-term success. Over its 19-year history, Paslay Group has successfully assisted owners in delivering airport projects valued at over $24 billion and is currently managing an additional $19.4 billion in investments.
Among its most recent successes, Paslay Group assisted the Kansas City Aviation Department in delivering the award-winning Kansas City International Airport Single Terminal and the BNA Vision Terminal Development Program, both of which were completed in 2023. The firm provides Executive Program Management services for Pittsburgh International Airport’s Terminal Modernization Program, which will open in fall 2025. Other clients include international airports in Charleston, S.C.; Cincinnati-Northern Kentucky; Cleveland, Ohio; Los Angeles; Philadelphia; Reno, Nev.; St. Louis, Mo., and Tampa, Fla., among others.
Mr. Paslay created the Executive Program Management model, a unique organizational structure for managing large capital programs, and introduced it to the airport industry in 2007. Through EPM, Paslay Group works as an extension of an airport’s executive management team to help execute capital development programs successfully, on time and on budget.
During his tenure at DFW Airport, Mr. Paslay led the planning and development of all capital infrastructure, culminating in his Executive Vice President role and a $2.7 billion capital improvement program that included International Terminal D and the Skylink light rail system. At Paslay Group, he oversees the strategic direction of the three business units and is actively involved in ongoing engagements as an executive advisor to client airports.
Mr. Paslay earned his bachelor’s degree in business and construction management from The University of Texas at Arlington and completed Harvard Business School’s Executive Program in Business Administration and Management.
He is a member of the American Association of Airport Executives and Airport Council International and is a lifetime board member of the DFW Airport Chaplaincy. His prior community service experience included serving on the boards of The Learning Center of North Texas, Pantego Christian Academy, The Hill School of Fort Worth, the Downtown Fort Worth Rotary Club, Forum Fort Worth, and Leadership Fort Worth. He is also a member of the Harvard Club of Fort Worth.
Mr. Paslay is married to Teresa Paslay. They have a daughter, a son, Fort Worth restaurateur Marcus Paslay, and three grandchildren.
