Mr. Kotchou is a seasoned leader in aviation and civic infrastructure, with over three decades of experience managing complex capital programs for airports and public agencies across the U.S. He joined Paslay Group in August 2025 as Executive Program Manager for the firm’s engagement at Phoenix Sky Harbor International Airport (PHX).
Previously, he served as Director of Planning and Engineering for Roanoke-Blacksburg Regional Airport (ROA), where he led the development of the 2024 Airport Master Plan, strategic development initiatives, and capital improvement planning. His prior leadership roles at John Wayne Airport, Orange County (SNA) and PHX included oversight of multibillion-dollar capital improvement programs, stakeholder engagement, and comprehensive program management teams of up to 65 staff and consultants. With a foundation in architecture and deep expertise in planning, design, construction, and operational readiness, he is known for delivering high-impact projects that align with long-term business strategies and community needs.
Mr. Kotchou earned his undergraduate degree in architecture from the University of Arizona and is a Registered Architect in Arizona.
