Mr. Blue has over 30 years of experience in the public and private sector, working in aviation, economic development, and capital development efforts. He held several positions at both the City of Phoenix and Phoenix Sky Harbor, including Aviation Director, Economic Development Director, Deputy City Manager, Mayor’s Chief of Staff, as well as other positions.
Paul was directly involved in major business attraction and retention activities for the city and the airport, assisting and supporting companies that resulted in over $4B in capital investments. He directly managed and led teams for $2.5B development at the airport. At PG, Paul has led teams managing $4B of development programs at airports around the US. Paul is President of Paslay Group’s Executive Program Management company, where he utilizes his unique experience and airport owner’s point of view to support and lead the EPM staff at multiple client airports.
