Mr. Belinsky joined Paslay Group in February 2026 as the lead for the firm’s new P3 and Infrastructure Finance practice, focusing on transportation, including airports, seaports, real estate, hotels, parking facilities, and arenas. He has over 35 years in government and finance, specializing in financial, strategic, and transactional advisory for transportation and infrastructure development projects. He is an expert in developing RFPs for public-private partnerships and in administering P3 contracts for aviation and non-aviation clients.
Most recently, he has served as the lead advisor to the U.S. Virgin Islands Port Authority (VIPA) on its $1.1 billion airports Design, Build, Finance, Operate, and Maintain (DBFOM) package, a $250 million Crown Bay Cruise Port P3 redevelopment, and a $400 million, 1,500-room hotel project. Additionally, he is providing P3 advisory services to the Charleston County Airport Authority for its $1 billion P3 terminal expansion and advising the Town of Islip, N.Y., on its $600 million Airport North Terminal and connector to the Long Island Railroad project.
Previously, Mr. Belinsky served as a P3 advisor to the Commonwealth of Kentucky on the development of Bluegrass Station Airport and the Metropolitan Nashville Airport Authority’s hotel and parking garage projects. His other airport engagements include work for LaGuardia Airport in New York, Los Angeles World Airports, Phoenix Sky Harbor International Airport, and others.
As part of these projects, he reviewed and evaluated capital programs, financing structures, P3 structuring, procurement, and project execution, and assisted in developing alternative financing structures and revenue streams.
Earlier in his career, Mr. Belinsky was a Partner with the investment banking firm Sandler O’Neill and Partners. He was also a public finance banker at Merrill Lynch and served on the senior staff of a former New York governor, in addition to serving as Finance Committee Chair for the Long Island Power Authority.
He is a graduate of the State University of New York at Albany with a bachelor’s degree in political science. He earned his MBA from Columbia University.
