
Mr. Homan is an experienced Project and Design Manager with three decades’ engineering experience dedicated to the aviation industry. He has led more than $100 million in airfield rehabilitation programs, a $60 million runway extension program, and Pittsburgh International Airport’s Multi-Modal Complex and Airside Renovation Program totaling over $400 million that are part of the PIT Transformed Terminal Modernization Program, scheduled to open in 2025.
Mr. Homan excels in managing project financials, design teams, and technical design development. He has led projects focused on runway and taxiway rehabilitation, safety area improvements, and hanger improvements. He currently serves as Paslay Group Implementation Manger for the PIT Airside Renovation Program, a $240M program that is part of PIT Transformed.
He earned his undergraduate degree in civil engineering from West Virginia University and a Master’s Certificate in Project Management from the University of Pittsburgh’s Katz Graduate School of Business. He is a Professional Engineer licensed in Pennsylvania.
