PG Executive Program Management’s Services Assisting in Delivering New Terminal in 2025
PITTSBURGH, March 27, 20224 – The Allegheny County Airport Authority has passed the 60-percent completion mark for Pittsburgh International Airport’s $1.57 billion Terminal Modernization Program, a development effort for which Paslay Group has provided Executive Program Management services since 2019.
The capital program is on track to open in 2025, and represents a leap forward in PIT airport infrastructure, one aimed at enhancing efficiency, sustainability, and passenger satisfaction. The new terminal building is almost fully enclosed, and construction will move soon into the inside of the terminal bringing to life the many modern and efficient amenities travelers can expect.

PG Principal and Executive Program Manager for the PIT Terminal Modernization Program Perfecto Solis leads the Paslay Group team that is ensuring the new facilities are open for travelers on time and on budget.

The PIT Transformed development program includes a new 811,000 square-foot-terminal facility for consolidated airport operations, ticketing, baggage claim, a meet-and-greet area, expanded security checkpoint with more lanes, and retail and concession options. The program also includes new roadways, a 3,300-space parking garage with technology to guide travelers to the nearest open space, and airfield observation areas.
Airport leaders describe the project as “built for Pittsburgh, by Pittsburgh.” A hallmark of the design is a tunnel and bridge that connects the new terminal to airside concessions and gates that is inspired by Pittsburgh’s famous Fort Pitt Tunnel and bridge.
The PIT PG Executive Program Management is led by Paslay Group Principal Perfecto Solis with R. Clay Paslay, the firm’s CEO and managing partner, serving as executive advisor to the Airport Authority. Other members of the PG PIT team include Implementations Manager Rick Lee and Brad Homan; Design Managers Maria Mendoza and Paul Ferguson; Project Controls Manager Gary Wilcox; and Contracts Manager Josh Zelechoski.
The EPM team provides the Airport Authority executive team:
- Program management and strategic advisory services regarding policy decisions for program organization, management, and development program execution.
- Management of the design and construction of the new facilities, including direct oversight of the contractors and designers.
- Leadership for program management augmentation staffing procured and controlled by the airport.
- Development coordination with airlines in support of the airport.
