Barbara “Barb” Schempf is a highly accomplished airport executive and industry expert with three decades of experience leading and managing multi-billion-dollar capital improvement programs, commercial development projects, associated funding strategies, and environmental and land use processes. She joined Paslay Group in May 2025 as Executive Program Manager for the firm’s team assisting Ontario International Airport (ONT) in delivering its Capital Improvement Program.
Ms. Schempf has unparalleled stakeholder engagement and collaboration skills for building and maintaining relationships with internal and external customers. She has considerable experience working with local, state, and federal agencies and officials, air carriers and developers on environmental studies, AIP/PFC funding strategies and applications, and major land development projects. Prior to joining Paslay Group, she operated her own airport consulting firm specializing in airport management and development projects following a 26-year career with Cincinnati-Northern Kentucky International Airport (CVG), where she held progressive roles, from managing the airport’s noise abatement program to serving as Vice President of Planning and Development.
She earned her undergraduate degree in Aviation Management from the Florida Institute of Technology in Melbourne and a Master of Aeronautical Science with a specialization in Management and Operations from Embry-Riddle Aeronautical University in Cincinnati, Ohio. She is an AAAE Accredited Airport Executive and ACI-ICAO Airport Management Accredited Professional. She is also a licensed private pilot.
