Project Overview

Procurement is underway for the initial phase of Cleveland Hopkins International Airport’s transformative eight-year, $1.6 billion Terminal Modernization Development Program, known as CLEvolution. The work focuses on landside activities, providing additional public parking, the roadway system, and enhanced customer experience without compromising airport operations and existing revenue streams. More than 600 firms participated in CLE’s June 3, 2025, Industry Day to gain program insights.

The City of Cleveland and its Department of Port Control retained Paslay Group in 2023 to provide Executive Program Management airport development services and to support the CLE executive management team.

Paslay Group has worked with CLE leaders to right-size facility needs to align with evolving industry trends, develop an innovative delivery method and phasing strategy to accelerate program completion, and advance 15% Basis of Design documents, laying the groundwork for selecting the Design-Build team that will bring the program to life. The team also works to enhance legislation and streamline processes critical to program delivery.

The program includes:

  • A $21.5 million, 1,600-space surface parking lot scheduled to open in 2026.
  • A $301-million, 6,000-space smart parking garage with a ground transportation center, a pedestrian access tunnel, and a light-rail system station scheduled to open in 2029.
  • A new $1.1-billion, 895,000-square-foot terminal with expanded security screening and baggage claim scheduled to open in 2032.
