PG Executive Program Management Served as Owner’s Representative, Assisting in Execution of $1.5 Billion Program

KANSAS CITY, Mo., Feb. 28, 2023 – Paslay Group joined Kansas City leaders, airlines and representatives of leading architecture, engineering, and construction firms today in opening the new $1.5 billion, 1.1 million-square-foot Kansas City International Airport terminal, replacing 50-year-old structures with a modern, efficient single terminal.

The Kansas City Aviation Department retained Paslay Group in 2018 to serve as the Owner’s Representative and Executive Program Manager for the Build KCI Terminal Modernization Program.

Pat Klein, Kansas City Aviation Department Director, credited Paslay Group with providing the level of executive-level support his team needed to bring the program to fruition. City leaders described Build KCI as the largest infrastructure project the city had ever seen, one that supported more than 5,000 construction jobs and included more than 100 women and minority-owned businesses.

“We absolutely would not have had a successful project without this group,” Klein said during a Feb. 16 gala celebrating the new terminal. “Their technical advice, negotiations, oversight, and expertise were invaluable.”

EPM is program management model Paslay Group created and introduced to the airport industry in 2007 as an alternative to approaches that rely on large firms with pre-determined teams and processes. EPM provides airport owners a small team of highly experienced airport executives to help plan and manage capital program’s while serving as an extension of the airport’s executive leadership team.

PG’s Build KCI EPM team, led by Principal Terry Cassidy, helped Kansas City achieve more than $400 million cost reductions required during the program’s design phase without reducing scale or broad scope through value engineering, reworking contracts, and strong owner management of the change process. Paslay Group achieved 32.8 percent participation by women- and minority-owned businesses subcontractors on the program, far exceeding the initial goal of 21 percent. The PG team included associate principals Jim Ivy, Paul Gowan, Javier Salazar, Jeff Sueck, Robert Seewald, Aida Morales, and Associate Cathi O’Neill.

Paslay Group also supported the Build KCI concessions program, including overseeing and managing the execution of the Kansas City Aviation Department’s concession RFP and proposal evaluation process, the management of sub-tenant store fit-out, design management, construction review, and approvals.

Edgemoor Infrastructure & Real Estate served as Build KCI program developer. Clark | Weitz | Clarkson (CWC) served as design-builder. Skidmore Owings Merrill (SOM) was the lead architect, and Vantage Airport Group was the concessionaire for the new terminal.

During the Build KCI gala, Kansas City Mayor Quinton Lucas lauded the new terminal for opening early and on budget.

“This terminal is a new front door to the people of Kansas City, to everyone in our region, in Missouri and Kansas,” Lucas said. “Because of this project thousands of Missourians and Kansans have gotten jobs and built new careers. Because of this project we will bring millions, if not billions, of dollars in new economic development to Missouri and Kansas…”

Even before MCI’s new terminal opened, passenger demand was soaring. In 2022, the total number of passengers in and out was 9.8 million, up 28 percent from 2021, according to flykc.com.

The Build KCI New Terminal program will help meet demand and includes:

  • 1.1 million square feet of facilities, including a new headhouse and baggage claim area, and 40 gates with space to expand to 50.
  • A 6,200-vehicle parking garage
  • The largest installation of all-glass passenger boarding bridges in the U.S.
  • $5.65 million in public artworks commissioned through the city’s One Percent for Art program.
